Specify the problem for your landlord - include specific dates and times, if possible, or at least include that they are making considerable amounts of noise after "X" time that's inconvenient for you. Include details on any ways you have tried to solve this problem - detail how many times, if any, you have spoken with them, and try to report as accurately as possible what has happened after any communication you have had with these neighbors. If the neighbors are in direct violation of any lease agreements - if the contract stipulates "quiet" hours in the complex, etc. - you should definitely include details of this in your letter. Summarize your complaints, and add suggested solutions and details of what you would like the landlord to do for you. Best of luck in getting the situation resolved.

Answer 2the answer above was a great answer.... Check with the local police to see if there is an ordinace for noise after a certain hour....I know, in my town, its 10PM. If I were to call the police they could get a summons for "disturbing the peace after 10PM" If there is such an ordinance, check to see if they are in violation of it, and add that to your letter as well.
Answer 3Send a copy to the City Housing Office when you write it. Put "cc: City Housing ; at the bottom so the property manager will know you sent a copy to them, and will hopefully do something about it right away.
