Wait until eye contact is made. Then you definitely have to at least wave. If its someone you talk to at work, you should talk to them at the bar. Anyone else you can get away with just acknowledgment like a wave.

Answer 2If it is after work hours, and they aren't going to work drunk? Who cares. If it's during lunch hour, how do you know they're drinking. And if they are 1 or 2 (I'd say no more) would be ok. Small town makes no difference.
Answer 3I would think it depends on what your work relationship is like. If you are friendly, say hi. If you are enemies, ignore them. If they are totally drunk, probably you should keep that to yourself. If you are totally drunk, you should hide.
