I have 4 stars, my town is full (desert, main, forest), I completed all open tasks. Do I have to move in more shop owners? I dont know what to do. Please help!

if your town is full, kick out non commercial sims (sims with normal houses on the map) and move in commercial sims (sims that actually have picture logos for their house location on the map). Commercial sims will have you build them stuff and so, the happier they are, the more your star level meter will increase. Eventually, you'll reach 5 star. So remember, move in commercial sims, not normal sims to reach 5 stars!
